Biography

Evan W. Davis brings a wealth of experience and skill to his role leading RCCB's Gaming & Sports practice. He represents individuals and entities in all aspects of gaming and sports wagering law across numerous U.S. jurisdictions. His practice includes handling commercial partnerships, market access agreements, and licensing deals, as well as ensuring compliance with gaming regulations throughout the United States. Evan advises on structuring deals to minimize gaming regulatory risks and compliance issues, addresses prospective regulatory issues for new technologies in the sports wagering space, and offers general corporate, commercial, and other legal services for sports organizations, international companies looking to enter the U.S. market, and smaller, growth-focused gaming-adjacent companies.

As Vice President and Deputy General Counsel at Penn Entertainment, Inc. (formerly Penn National Gaming, Inc.) (NASDAQ: PENN), he navigated the intricate legal landscape of the gaming industry, overseeing critical legal matters and negotiating complex agreements across multiple jurisdictions for the nation’s largest regional gaming operator. His tenure at Penn Entertainment saw him lead pivotal initiatives, including commercial partnerships, master lease agreements, and the management of high-stakes litigation for a publicly traded company.  Previously, Evan served as Vice President and General Counsel for Rivers Casino Philadelphia, where he oversaw all legal matters for a company with over $300 million in annual gaming revenues, and served as one of the key executives spearheading the company’s launch of sports wagering.

Evan’s work in the sports and gaming industries also includes serving as Managing Director at SeventySix Capital Sports Advisory, where he provided strategic counsel to clients in the sports wagering sector, with a focus on brand development, partnerships, and corporate development. Having worked on both the legal and business sides, Evan’s background gives him a unique perspective of the gaming industry.

Evan's legal experience extends beyond gaming. Prior to going in-house, Evan was an attorney at two Am Law firms, where he specialized in commercial litigation and antitrust/competition law, respectively. Throughout his career, Evan has demonstrated a commitment to excellence, strategic thinking, and effective leadership, earning accolades for his contributions to the legal profession and the organizations he has served.  His legal practice involves a wide array of commercial agreements including those outside of the sports and gaming industries.

With a diverse background spanning various sectors, including gaming, sports advisory, corporate law, and litigation, Evan is a seasoned legal professional with a deep understanding of the complexities of the gaming and sports industry and nearly a decade of in-house experience.  He is a frequent speaker at industry events both domestically and abroad, and is known internationally as a go-to resource for legal and commercial advice pertaining to sports wagering and gaming. Throughout his career, Evan has demonstrated a commitment to excellence and a track record of success, making him a valuable asset to RCCB and its clients.
